    Interesting article on the budget implications of the out of state angle.

    However, there is much more about the UO budget that has become completely mysterious. Why that huge CAS deficit? Was it due to falling enrollments, or transfers to other units, or what? I have heard wildly varying rumors about how much was due to transfers to the Law School.

    It’s amazing to me — maybe shouldn’t be — that with the advent of the union, the UO budget is more opaque than ever. I hear that they (admin) stonewall the senate budget committee on budget info, because they don’t trust the faculty to keep confidences. What good is a budget committee if they can’t get info about the budget? Why doesn’t the union try to extract it from them?

    This is not just academic, or heaven help us, even more boring budgetary. It has to do with bungled building projects and maintenance, and financing of things like the cluster hires. The latter might sound great to some people, maybe not so great if the money is coming from — CAS budget? Existing faculty replacement lines? TA budgets? Firing NTTF faculty?

    Who knows?????? And why so many so somnolent?

    Another specialized use of out-of-state tuition as a revenue resource is exemplified in the 65 megadollar “Learning Innovation Center,” the newest classroom building that opened on the OSU campus this past fall. “Its unique funding formula features a mix of state funding and revenue bonds that will be paid back by using the tuition from out-of-state students. It’s the first time such a revenue approach has been used, said state Sen. Richard Devlin of Tualatin…” as told by the local newspaper.
