Unfocused it is. I used to think the Oregonian was pro-higher ed. David Sarasohn in particular (though he always had reservations about UO independence). Now I think they are as confused and unfocused as anyone, including the governor.

This state will fart around until the possible large private donors get tired of it, and send their money somewhere else. Then the public universities will be fighting over nothing, as state support evaporates completely — while the state tries to exert maximal control.

To judge by their actions the strategy of the OUS, the governor and the legislature is to play for time and hope this all goes away with the appointment of a more compliant president.
The reality however is I suspect a deep and pervasive fear that change will inevitably make matters worse for higher education especially for those who want to control it.
It would take rare insight to surrender that control. Even if the state support drops to 1 or 2% I suspect that the paranoia about losing control will be even more profound.
    Alas.
