Dear Public Records Officer Thornton: 

This is a public records request for the dates of the most recent performance evaluations (major and minor) and of the scheduled evaluations for UO’s senior administrators – i.e. those reporting to the President or the Provost. 

I originally asked Provost Bean for this information in August, ccing President Gottfredson, and following up with them several times. They have provided nothing. 

This information is needed for a debate at the next Senate meeting on a motion to require regular administrative evaluations with faculty input.  

I ask for a fee waiver on the basis of public interest. OUS regulations and UO rules require regular evaluation, and UO has apparently been violating those requirements.

    Was there an evaluation of the Interim Vice Provost for International Affairs (hired Nov 2011 for 18 months) before his promotion to VPIA? Or is the title on org chart a typo?

    I wondered about that too. Lariviere’s announcement said:

    Dennis [Galvan] will begin his duties as vice provost on a part-time basis Nov. 15, and then transition to full-time Jan. 1, for the remainder of an appointment period ending June 30, 2013. During the 2012-13 academic year, a nationwide search will be conducted to permanently fill the position.

    Denis Simon informed me recently that he would be leaving the UO at the end of this year due to a combination of health-related and family considerations. He has reorganized the Office of International Affairs while serving as vice provost for the past year, and leaves it well-positioned for continued leadership in study abroad and international student and scholar services.

    What? No national search? We don’t put people in administrative positions without a national search. No, never!

    Denis Simon was another spectacularly botched hire, by Jim Bean. Dennis Galvan is a great teacher, a good researcher, and not a bad administrator. He’d certainly be competitive if they do a real search.

    This information should be posted on Bean’s website along with his famous org chart. We all know why it’s not. It didn’t take JH long to get Gottfredson under their thumb, did it?

    If Galvan is competitive, why no evaluation/search? He may be an ok teacher. And he gets along with the old boys. But beyond a lot of verbiage he has no strategic vision for OIA. (and what gives with the Gabon deal?)

    This is ridiculous that there is no regular and transparent process. Not only is it right of the institution it is also a matter of an employee’s rights. If there are issues, then those should be dealt with head on, discussing required improvements within a specified timeline or repercussions. But since nothing is happening, here is a suggestion…..Why doesn’t someone put together a performance evaluation tool (maybe even purchasing a standard instrument) and then distribute out through each of the schools/departments to all faculty and staff. Explain the purpose and how the results will be used/transmitted to the administration and publicized. Actually be fair and give the results to JH and each of the Deans about their department heads. Give them a set amount of time to respond to their individual departments/units since it is something that is their job. After that, post the results on this site or somewhere else. I trust faculty and staff will be honest and fair — not use this to gore some sacred oxen.

    The web is full of examples of 360 evaluations and feedback surveys, e.g. http://www.shrm.org/TemplatesTools/Samples/HRForms/Articles/Pages/CMS_002077.aspx These sorts of evaluations have been a standard part of best practices for organizational management for decades. We don’t have them at UO because they make it harder for the administrators to pay off their friends and allies, rather than reward those who do their jobs competently. Gottfredson will implement an evaluation policy soon. He can’t avoid it. There are OUS regulations and now a Senate motion. What’s he going to do, say no, I will not let interim provost Jim Bean be evaluated? But will he then use the results to clean out JH?

      Young folks may like to know that before JH was seized by Carpetbaggers in 1995, there were regular evaluations of Administrators. I agree with UoM that public pressure, OUS regulations and the Constitutional processes now available to the Senate will restore the UO to health. Mike could minimize collateral damage by getting on board quickly.

      Time’s awastin. Gottfredson has known about the lack of reviews and the process by which Bean came to be Provost from day -60, and about the Senate motion for more than a month now.

      If the athletic department wanted this, and Rob Mullens was the in charge, this policy would have been in effect on an emergency basis starting September 1. Reviews would already be underway, and Jim Bean would be on notice that his salary and car payments would stop at the end of this term.

      So why is Gottfredson doing nothing?

      Damn good question. Because spending months figuring out a graceful exit for Bean is more important than UO having a competent and honest Provost?
