Apparently I’m not the only person who assumed he’d go with some outside firm, then stick the academic side with the bill. But his Chief Strategic Communicator Tobin Klinger says no, it’s all in house:

The communications efforts are being led and implemented by University of Oregon employees. We have not contracted with a PR agency to manage this incident or any events related to it. There was one phone call with Gallatin Public Affairs from Portland to provide an outside perspective of our effort.

I believe Ann Wiens, head of President Gottfredson’s communications team, has been an integral part of his messaging and strategic communications efforts . . . she’s been his main speechwriter for the past year or so.
If it’s true she is his main speechwriter, she needs to find a new job.
