In partial equilibrium results, Hansen, Marcotte and Hemelt, and Hansen and Marcotte find increasing instructional days is more cost effective than reducing the class size. But the existing research has examined changing the school calendar holding teachers fixed, or changing teachers holding school calendars fixed.
My thoughts, why not cut back on other costly programs shown to have no benefits (most job training programs, etc.).
