3.5 Motion (Legislation): Senate-Administration Joint Review of the Office ofResearch & Innovation (RIGE); Bill Harbaugh, Professor (Economics) & UO Senator.

Kyr: Supported by Pres Gottfredson.

Harbaugh: “This committee could recommend to President Gottfredson that UO needs a new VP for Research.”

Ed Kamenui: Chair of the RAP report, points out the extent of the work involved in review, encourages committee to build on the RAP report. Of course the Senate was never shown that report… 
Martinez: Broad charge – good idea? Back and forth. The COE people are trying to stall, but fail.
Motion passes unanimously with 5 abstentions. Espy has some friends, but not the sort of friends willing to go on record.

Here’s the membership of the search committee that hired KE, as noted in an email from Bean dated 6/16/2010. Interesting that 2 of the 3 RAP committee members had earlier been on the search committee (with one of them as the chair), putting them in a clear conflict of interest.

3/12/2013: I still can’t find anyone who will admit to being on the search committee, but here’s the job ad, from April 2011. The search was run by Kim Morrison from Diversified Search – I wonder if they have a refund policy?

S/he must have strong organizational ability, demonstrated skills in building and strengthening collaborative relationships, a strong sense of accountability, and the ability to leverage limited resources while achieving innovative results. 

S/he must fit an Oregon culture that values collaboration, teamwork, equity, clarity of decision-making, independent thinking, an understanding of egalitarian ideals, and a level of sophisticated leadership that will balance priorities and place the good of the institution first. …. 

3/11/13: At the Wed 3/13 Senate Meeting I will introduce a motion calling for a committee to evaluate the performance of VPRI Kimberly Espy’s RIGE office, to be appointed jointly by Senate President Kyr and President Gottfredson. I’ve been advised that this would make more sense than an immediate Senate vote of no confidence. The review committee can of course recommend new leadership for the office, etc.

This is the job that Jim Bean said he would do after the RAP report was delivered to him in January, while he was at the Fiesta Bowl. Three weeks later he wrote the heads:

As a follow-up to this report, Vice President Espy has been meeting with individual faculty to discuss some of the issues presented to me last fall in a meeting at the new Lokey Labs. We are scheduling a town hall meeting to discuss the research environment at UO, report on progress from the RAP Report, and discuss other ideas for significantly enhancing research at UO. More details on that event will follow.

Obviously none of this got done, just as Bean never did anything to follow up on the 2011 academic plan, etc. Word down at the faculty club darts tournament is that Gottfredson is going to garnish a month of Bean’s $320K pay and divide it among the faculty who agree to add to their teaching and research work load by serving on this evaluation committee. Espy’s VPRI contract expires 7/1/2014, but she also has tenure in the Psych department, at $241K.
