Why does a department of a dozen or so have a dean, an associate dean, and a half dozen or more office staff? Moreover, we have departments of English and History etc, why are we spending on so much overhead for redundant staffing?

Because the brightest students in Oregon are drawn to the CHC and without it we lose all of them to UW and California schools.
I would note that unlike many departments, colleges, and schools on campus, the CHC budget is in the black, in part because they have responsible and effective administration and because of a crucial tuition differential. So even if it is overstaffed, and I think that is an argument worth considering, it is not coming at the expense of other units.
Also your numbers are way off.
So, basically, Hippo hasn’t a clue.

I dunno, my department has a department head and assistant who probably make about as much as their corresponding administrators in the HC. My department has a number of office personnel who mostly service a small number of majors than the HC has. I’ve never had the impression that the HC was a financial drag on the rest of the University.
