Most people, and especially most legislators, use productivity in higher ed to mean employment and sometimes learning outcomes of students per dollar spent. Which really should be measurable.

yeah you can measure the learning outcomes of students
and put in on a spreadsheet so the legislature can claim ROI – me, I don’t have a clue how to measure
a learning outcome, I don’t actually even know what
