Only to faculty making less than 50k. For those making more than 50k, the offer is still 2 percent a year. This reminds of the goat deal, an attempt to appear to be concerned about lower paid faculty while the admins are really focused on minimizing costs.
This was totally a political tactic to make professors doing well at their jobs look greedy while the admins at PSU keep giving themselves above market raises and wasting money on pet projects.
What a sham, and not at all inspiring for union.
