Coltrane looking for new Senior Executive Assistant

Job ad here. Rumor has it that Board Secretary Angela Wilhelms wants a Chuck Triplett type, who will keep her and Chairman Chuck Lillis informed about exactly what UO’s President is up to:

The University of Oregon seeks applications for the Senior Executive Assistant for the Office of the President position. The Office of the President is the chief executive office for the University of Oregon. The office consists of the president, chief of staff, and several high-level executive and administrative support positions. The office staff works to provide efficient and responsible operation of the president’s office in support of the president’s initiatives and priorities in service to the students, staff, and faculty, as well as the Board of Trustees and external partners of the institution.

Live blog: Senate meets Wed to continue fixing Chuck Triplett’s policy debacle

Over the summer Mike Gottfredson hired Chuck Triplett, the OUS Board Secretary who’d helped Pernsteiner fire Lariviere. The BOT and Angela Wilhems then put Triplett in charge of revising UO policies – and taking away the Senate’s former control over academic policies. No search, no faculty input, no affirmative action compliance, just a brand new $130K job as AVP for “Collaboration”. You can’t make this stuff up.

The one faculty member on the Board is Susan Gary (Law). But she’s away on sabbatical, seems out of the loop, and did not tell the faculty or the Senate what was being done – just as she didn’t clue us in on the Board’s previous power grabs. Not the way to build trust. (Fortunately Gary’s term expires this summer, and presumably the Governor will nominate a replacement who is willing and able to help the Board build bridges to the faculty).

Now the Senate Exec and most prominently John Bonine (Law) are hard at work trying to fix the policy situation. The Agenda for Wed’s meeting is below. The link to Bonine’s famous “Policy Tracker Spreadsheet of many colors” is here.

The Senate agenda also includes a motion to approve the membership of VP Yvette Alex-Assensoh’s Equity and Inclusion (i.e. Diversity) Advisory Group. Having this approved by the Senate is a noticeable improvement from Gottfredson’s efforts use Administrative AG’s to bypass the Senate, and deserves full support.

Bonine raises questions on how these policies interact with faculty CBA. Dreiling thinks it’s OK. Questions as to whether it applies to faculty or OA’s etc. Triplett: OA’s are treated as faculty in many ways. UO GC Doug Park is MIA, so no chance for a legal opinion. Consensus is these are in effect anyways, we should reenact them, but may need to be amended at some point.

Passes unanimously.

4.5       Motion (Policy Adoption): Repeal and Adoption of Two Policies on Academic Calendar; Senate Executive Committee

The biggee: Quarter’s or Semesters? UO has no policy. The Bonine number is 629. He wants to adopt the OUS IMD enshrining the status quo. Q: Can we vote now to switch to semesters? No. Triplett raises a useful point on history v. policy in the IMD’s. Amended. Passes unanimously.

4.6       Motion (Policy Adoption): Repeal of Duplicative Policy 337 on Academic Freedom (OAR 580-022-0005); Senate Executive Committee

Bonine: UO’s hard-fought Academic Freedom is better than the OUS one, let’s repeal theirs to eliminate confusion. Pases unanimously.

Bonine: We had a long debate about this conflict of interest issue and a good UO policy. (Geller and Rudnick tried to shred it in the union negotiations, but got stomped.) Keep ours, repeal OUS. Passes unanimously.

4.8       Motion (Policy Adoption): Adoption of amended Policy 339 on Candidates for Public Office (OAR 580-022-0015); Senate Executive Committee

Keeps UO employees rights to run for public office and serve. Changes “Board” to “President”. Passes unanimously.

4.9       Motion (Policy Adoption): Adoption of amended Policy 340 on Relationship with State Government (OAR 580-022-0020); Senate Executive Committee

“Nothing in this rule shall be construed as inhibiting an employee of the University from exercising the right of citizenship..”

More from 1/20/15: Unfortunately some real policy damage has already been done. In December the BOT accepted Triplett’s recommendations and voted unanimously to repeal a host of existing policies, including this one – my personal favorite:

Senate to move on policy adoptions, deletions. Today, 3PM.

In December the Senate was able to postpone the threat to shared governance from Chuck Triplett and Doug Park’s policy power-grab. That policy will come up again at the Trustees meeting in March.

Meanwhile John Bonine (Law)has set up an independent process for making sense of the existing policies and determining which have academic import, without relying on Triplett’s “trust me” plan. The Senate will take action today on cleaning up a host of important policies.

“No means no” free speech?

Doesn’t Oregon have a free speech policy? We do, assuming Chuck Triplett hasn’t cancelled it yet:

Expression of diverse points of view is of the highest importance, not solely for those who present and defend some view but for those who would hear, disagree, and pass judgment on those views. The belief that an opinion is pernicious, false, and in any other way despicable, detestable, offensive or “just plain wrong” cannot be grounds for its suppression.

The University supports free speech with vigor, including the right of presenters to offer opinion, the right of the audience to hear what is presented, and the right of protesters to engage with speakers in order to challenge ideas, so long as the protest does not disrupt or stifle the free exchange of ideas.

But apparently that doesn’t apply if you are a Duck football player:

PASADENA, Calif. — Several Oregon players are facing team discipline after celebrating their win in the Rose Bowl Game presented by Northwestern Mutual by apparently mocking Florida State quarterback Jameis Winston and allegations of sexual assault that have followed the 2013 Heisman Trophy winner the past two years.

Video taken from the field as Oregon celebrated its 59-20 win in the College Football Playoff semifinal showed multiple players chanting, “No means no,” to the tune of the “Warchant” used by Florida State fans.

“We are aware of the inappropriate behavior in the postgame,” coach Mark Helfrich said in a statement released by Oregon on Thursday night. “This is not what our program stands for, and the student-athletes will be disciplined internally.”

This summer UO tried to discipline a student for yelling “I hit it first” out a dorm room window. (Yeah, I had to google that too.) The Foundation for Individual Rights in Education sent UO a stern warning letter about the first amendment, and UO Director of Student Conduct Sandy Weintraub quickly backed down. But this is the NCAA. The coaches *own* those players.

On the Board meeting Thursday: I think it’s important to show up at the Board meeting Thursday at 8AM in the Alumni Center. While the board has backed off on the latest power grab, there’s plenty of potential for surprises, those making public comments deserve some supporters, and it’s important that the Board sees that the faculty take what’s been happening very seriously. And I hear someone will be passing out “Save our Senate” buttons.

On the Senate meeting today: I got there at the very end. I’d love it if someone would send me some notes or post them. People tell me it was standing room only, and filled with dismay and outrage over what’s going on with our administration.

The Senate passed an amended version of the motion below, opposing the Triplett/Park power grab. The fact that they did this even after Coltrane announced the Board would withdraw the motion at his suggestion shows how deep the mistrust of Johnson Hall has become. Coltrane and Bronet need to take charge of that snake-pit, decisively and soon.

The Senate then apparently wrote and approved a second motion, directing the Academic Integrity Task Force to investigate the administration’s “alleged plans to establish groundwork for disciplinary procedures” against Philosophy Dept Chair Bonnie Mann and other faculty who refused to issue “fraudulent” grades. Apparently there is also an accusation that a CAS administrator not only gave out grades for courses, but then raised them after students complained. I don’t know if the TAIF will also investigate that.

11/3/2014: UO violated Title VII in Asst VP of Collaboration hire, according to Public Records Office:

Title VII is the section of the 1964 Civil Rights Act involving hiring, generally known as “affirmative action”. UO’s affirmative action policies require basic good hiring practices such as an open search and public job announcement, or an explanation for the exception. I’m no detective, but I think this evidence that UO violated its policies in hiring its new Assistant VP for University Initiatives and Collaboration is called “the dog that didn’t bark”:

Coltrane, Bronet meet with Senate Exec on Strategic Planning, policy review

Update: Good news for shared governance. Going on now, room 402 Alumni Center. I’ll do a little live-blogging.

Kyr introduces them by noting that this is the first time in 4 years we’ve had a President or a Provost willing to meet with the Senate Exec. Discussion is about how to get faculty/staff student input into developing goals, and a strategic plan for achieving them.

“Competitive Excellence” Plan docs are here.

Chuck Triplett then discusses how he’s going review and revise all the policies we inherited from his former employer, OUS. He’s proposing completely rewriting UO’s “policy on policies”, now to be run by a “Policy Advisory Committee”.

His new procedure contains no mention of the UO Senate. Zippo. Under the current policy on policies, the Senate has considerable power. I’m imagining there will be a few questions!

Q: Where are we out of compliance? Who can come after us? CT: Our academic accreditors, who insisted on the policy library. Hubin: We will *not* be subject to the planned accreditation review in 2017. It will be postponed due to the transition.

JB: Where is the Senate in your flow chart? Our Constitution is quite clear on the Senate’s role.

CT: We’ve identified the policies that involve academic matters as commonly understood.

JB: That’s nice, but the Senate Exec gets to decide, not you. I want the Senate Exec written into the process. RS: Yes.

CT: [Words come out, but I don’t hear a commitment to do this.]

Coltrane: Lots of policies, we need to do some triage. PAC will do much of it. Suggests Margie Paris as a faculty member. [?].

Coltrane: BTW, We just discovered we never adopted the UO PD complaint and grievance procedure. It will come your way soon.

Recommendations:

1) Office of Gender Equity, headed by a VP. Report will explain what resources this would require. [Very expensive. Check the budget and staffing of the VP for Equity and Diversity to get some idea].

3) Support Campus Climate Survey – need that information. Need to assess what programs work, what don’t.

4) Wants to postpone Sorority/Fraternity Rush from fall to winter.

5) Improved implementation. End mandatory reporting. Audit Penny Daugherty’s AAEO office, there have been many complaints. Revise policy on sexual/romantic relationships between faculty and students. Develop proposals for mandatory courses. Funds for SWAT and women’s self defense. Track problems with sexual assaults involving Fraternity and Social Life. No data on which houses are on probation, etc. Let Ombuds office be confidential. Restart Committee on Alcohol and Drugs. More Title IX training for greek life, athletics. New booklet. MOU’s with SAS, Womenspace, EPD.

BH: Why nothing about athletics. This is were all the trouble started? CS: They wouldn’t talk to us. We had no cooperation from them. Locked down tight. BH: Seems like that makes it more important to have recommendations. RK: Yes. JF: Yes, very bad for UO reputation. JB: Make recommendations about athletics. Put them on the spot.

9/7/2014 update: Let’s throw “Go Ducks” on the end, and call this turkey done

The UO mission statement blog has now attracted a fair number of rather critical comments, including:

(1) As a UO retiree and graduate (Ph.D., M.A.), I was dismayed by this draft statement.  Is the UO still a public university? The only mention, under “Lead,” is to declare that it is a “preeminent public residential research university.” Similarly, under “Define,” we find it placed “in Oregon, the West, on the Pacific Rim, and the world.” Geographically correct (though the syntax needs work), but there is no indication in these packed-together phrases that the university aspires to serve Oregon, its population, or its students in any real sense. …  (5) I don’t agree with those who’ve said that the university’s declared mission is unimportant.  To me, at least, it matters that the university have recognizable aims, clearly stated.  The mission statement is a public document.  If I were on the faculty of the university, I’d wonder what this statement demanded of me, and whether I or my department might someday be publicly judged by it.

What does “sustainability”—a trendy word I realize we feel must go in there somewhere—mean as a component part of community? (Is it still the Edison Elementary School motto (with hand motions!): “Safe and respectful, including all learners”? Can we follow the lead of Anonymous and think about what we mean by this in a university?)How is “define” as aspect of “vision”? What does it mean to “seek definition”? What does the phrase mean: “seek definition through the recognition”? Can one do that? Does it clarify anything to say “seek definition through the recognition of the quality of…”? Someone needs to fix the punctuation to make the next part flow the way it seems to be intended: “We seek definition through the recognition of the aspiration, passions, and success of our students”? Our students apparently have a singular aspiration and plural passions.

Oh, wait, that’s a secret – website hasn’t been updated in a year, and apparently the Senate Budget Committee (report here), the deans, and the department heads are also in the dark. Here’s the projected data for the 2013-14 FY that ended in June. It will be very interesting to see how much more CAS gets taxed this year, and how much more the law school gets subsidized:
